Non US Regional Settings cause Server Launch Failure

Simple Description: When running the code on a Windows Host PC that does not have the "US English" Regional Settings loaded, the server gets to the database initialisation steps then fails as it cannot interpret the date values from the database as dates.
 
I am located in Australia and only usually have the "English (Australian)" loaded (date format dd/mm/yyyy rather than mm/dd/yyyy). In order to run tiger I must have both the Aust and US settings loaded.
